Wohnungsgeberbestätigung — the landlord confirmation

Since 2015 the person who gives you the home has to confirm in writing that you actually live there. It exists to stop fake registrations, and it is the reason so many Anmeldung appointments fail. The content is fixed by § 19 of the Bundesmeldegesetz, so any form containing those points works — including one you type yourself for your landlord to sign.

Who needs it: Everyone registering an address in Germany — it is the document the Anmeldung fails without.

  • Your city's form

    Most cities publish a Wohnungsgeberbestätigung PDF next to the Anmeldung form — search your city's site for “Wohnungsgeberbestätigung”. Any document with the legally required content is accepted; the city template just saves an argument.

Have these ready before you start

  • The full name and address of your landlord — the person or company on the lease
  • The address of the home, including apartment or staircase detail
  • The names of every person moving in (each of them needs to be named)
  • The move-in date

What the law requires it to contain

These points come from § 19 Bundesmeldegesetz. A confirmation missing any of them can be rejected.

Ticked for Einzug when you are registering. The same form is used to confirm a move-out in the cases where that has to be reported.

Every single person moving in, including children. Someone not named here cannot register with it.

Watch out: The most common failure: a couple moves in, the landlord names only the person on the lease, and the second person is turned away at the counter.

A handwritten signature. Many Bürgerämter accept a scan or a photo of the signed form; a few insist on the original, so bring it if you have it.

The mistakes that cost people

  • Only the lease holder is named, so a partner or flatmate cannot register.
  • The move-in date on the confirmation differs from the one on the Anmeldung form.
  • Using an old landlord's confirmation after moving within the same building — a new address needs a new confirmation.
  • Signing a confirmation for a home you do not actually live in. A Scheinanmeldung is an administrative offence and can be fined heavily for both the landlord and the tenant.

How to submit it

  1. 1Ask your landlord for it as soon as you have the keys — the law gives them two weeks to provide it, and most have a template ready.
  2. 2Check every field against your Anmeldung form before your appointment, especially names and the move-in date.
  3. 3Hand it in together with the Anmeldung form and your passport.

What happens next

The Bürgeramt keeps it. If your landlord will not provide one, you can report that to the Meldebehörde: refusing is itself an administrative offence, and the office can approach the landlord directly.

Common questions

My landlord refuses to sign. What now?

Providing the confirmation is a legal duty, not a favour — a written, dated request that mentions § 19 Bundesmeldegesetz usually resolves it. If it does not, tell the Meldebehörde; they can contact the landlord, and refusal can be fined.

I live in a sublet. Who signs it?

The person who gave you the room — the main tenant — is the Wohnungsgeber and signs. Some offices additionally ask for the owner's permission to sublet, so ask for that in writing when you sign the sublease.

Does the landlord have to use the city's form?

No. Any document containing the legally required points works, including one written on company letterhead or a template you prepared for them to sign.
